The unions sharply criticized the text on Wednesday, saying it “opens the door to remove anyone who has obtained a position through competition on the basis of that evaluation”. In a press conference, both the UGT and the CCOO described this fact as “very serious”, considering the evaluation “as something irrefutable that leaves the person in an administrative procedure no defense against a negative evaluation”,

From the government, they defend that the integration of this evaluation into the standard aims to improve productivity and the suitability of the professional career for the fulfillment of the functions of the employee or government official. The text also includes the introduction of two new salary supplements for civil servants. Again, they are based on performance evaluation, in addition to the professional one.
