The proposal of the three groups corresponds to a non-legal proposal by Elkarrekin Podemos-IUwho in January asked the Basque Parliament to urge the Cortes to “start the constitutional reform process leading to a referendum on the continuation of the monarchy in Spain or the establishment of a republic”.
