Among them, 49 are victims of abuse or torture in police stations and seven cases involve deaths as a result of gunfire by police or far-right groups. Joxi Zabala is also among the recognized victims.
The Assessment Commission established by Law 12/2016, known as the Police Abuse Law, published this Thursday its third annual report proposing 66 files for recognition and rehabilitation, including Joxi Zabala, murdered by the GAL in 1983.
Between July 2022 and June 2023the committee has decided 131 filesof which 66 were resolutions of recognition, 64 of inadmissibility/dismissal because the application was submitted outside the legally established period, and finally there was a single withdrawal.
Of the 66 victims recognized on this occasion, 49 are victims of abuse or torture at police stations, seven cases are deaths due to bullet shots by the police or extreme right-wing groups; As a result, one more person has died abuse by an extreme right-wing groupafter being raped; four people came out bullet wounds and there was another person rubber ball injury; there are others three people seriously injured As a result of kicking or other types of blowsAnd a person murdered after he was kidnapped, forcibly disappeared and tortured.
He next Monday This final annual report will be presented to the parliamentary committee, which will be approved, and the October 31st The act of recognition of these victims will take place.
On the other hand, the Commission explains in this report that it has collected “bewildered” the testimony of José Ignacio’s mother, sisters and brothers, JoxiZabala, “a terrible episode” of kidnapping, enforced disappearance, torture and murder. So, “because of his public fame”in this case has refrained from the method usually used in this report to delete the reference to the identity of the victim.
They also clarified that the Commission has not yet ruled on the case of Josean Lasa because their relatives did not submit the application for recognition within the period specified in this law (which ended in December 2021). However, after the deadline they know that a request has been made in this regard and therefore they understand that there must be a reopening of the deadlines so that we “take full care of these people in a pro-victim attitude.”
The Assessment Commission established last year on the basis of the Law of Recognition of Politically Motivated Victims recognized others 46 victims of human rights violations, and another 35 in the first report.
