The commission for the Reform of Athletic Laws presented this morning in San Mamés the definitive text to be voted on in the Extraordinary Assembly to be held on Monday, May 23 at the Euskalduna Palace. Its approval will not affect the electoral process that will begin next Sunday with the resignation of the current board of directors and the appointment of a management commission as there is no longer time to implement the new deadlines. Elections will be governed by the old Laws.

The new regulations continue to consider holding plenary Assemblies –one member, one vote- for transcendental and fundamental issues of the entity and the main new thing has to do with guarantees. The percentage dropped from 15% to 5%, as already stated, but the guarantee was replaced by a pre-guarantee in the last approved budget for the need for the inauguration of the directive to appear at the election to be held. on the next June 24. This pre-guarantee must be guaranteed when the Board approves its first budget, “which will be understood to relate to its own project endorsed in the polls.” Logically, the amount may vary considering the value of the accounts, but is always calculated at 5%.

It should be noted that if this project does not proceed, there will be no need to endorse the new president and his directors due to the change of Sports Law at the end of last year, something that is risky because this rule is thought to avoid acts of negligence against the club.

“The five of us had a sensation of illusion when seeing the text published on the web. It was worth the work done. In addition, it also establishes the possibility that the president or a director may have compensation in the performance of their duties, “to ensure that any member can seek to manage the club without being constrained by their work obligations. . “

Gorka Cubes established some of the main lines of the entity’s new ‘constitution’: modernization, new rights for members, strengthening the role of the Foundation, making the San Mamés shirt and pitch symbols, defending equality and establishing as the only form of identification is the membership card. “We forgot the DNI,” he said. In case there is a proposal to change the name of the stadium for a commercial, as happened for example in Real Sociedad -Anoeta’s Reale Arena- it will need to have the approval of the Universal Assembly.

The text includes changing the number of years required to promote a member to a direct relative with free access fees. It is from 10 to 25 years and the new owner will not be able to transfer his condition for 10 years “to avoid the picaresque of exercising this right to assign it to a third party.”

The motion of censure to the Board of Directors shall be the responsibility of the Plenary Assembly, similarly the motion of confidence and the loss of the condition of the compromise is maintained in case of non -attendance of the two Assemblies without reasonable cause. The board will also have the obligation to advance, within three years from the approval of the Laws, a Committee for the Normalization of the Euskera.

This working group rejected the idea of ​​voting on the text in parts, as considered earlier. Ana Urquijo He explained the reason: “It hasn’t been done in parts yet, we’ve debated it a lot and we echoed that there might be a request to vote it through the blocks, but we consider that we’ve presented a complete project. It is very difficult for us to present it in blocks without twisting the text.Athletic deserves a coherent project, a concrete and ambitious text.We have not seen it yet, it is presented to vote here in its entirety.

Uriarte has expanded the rationale. “We are in danger that the balance we tried to break could be broken.” What is changing is the number of affirmative votes needed to change it in the future. This is from 2/3 of the Assembly of Delegates (66.6%) to 3/5 (60%).
