“Not interested” – Armenia: confusion over possible arrest of Putin

A few days ago, Moscow was shocked when it became known that the former Soviet Republic of Armenia now intends to ratify the Rome Statute and thus the legal basis of the International Criminal Court. In this context, a representative of the ruling party even warned Russian President Vladimir Putin, against whom an international arrest warrant has been issued from The Hague since March 17, against traveling to Armenia. Otherwise there is a risk of arrest. Now the deputy head of parliament in Yerevan has assured that there is no interest in arresting the Kremlin head.

“We have heard the Russian concerns and I think I can assure that the ratification of the Rome Statute will not affect the strategic partnership between Armenia and Russia,” Hakob Arshakyan told Armenpress on Sunday. “The ruling party has no interest in an arrest,” the politician contradicted a fellow party member who had said Putin “should be arrested”. Arshakyan hinted at the possibility of a bilateral agreement between Moscow and Yerevan that would stipulate that ICC orders should not interfere with relations between the two states.

Two weeks ago, the court said an arrest warrant had been issued against Putin and the president’s children’s rights commissioner, Maria Alexeyevna Lvowa-Belowa, for the “unlawful deportation” of Ukrainian children to Russia. The Moscow leadership considers the arrest warrants “illegal and legally void”.

Roman statute not ratified by many states
After Omar al-Bashir of Sudan and Muammar al-Gaddafi of Libya, Putin is only the third head of state to have an ICC arrest warrant issued during his term in office. The Criminal Court is supported by 123 states, including all EU Member States. Besides Russia, the international authority is not recognized by the US, Israel and China, among others.
