The government is offering more than 22,900 official positions this year

The government will approve more than 22,900 places for the General Administration of the State (AGE) this year. This is the last figure on the table but which could be improved upon. The Ministry of Finance and the unions have been negotiating for several days on the new public labor offer (OEP) for 2022, which should see the light before June 1. If the first proposal put on the table was 20,000 places, the department headed by María Jesús Montero has improved it at each meeting to a total of 22,902. More specifically, the Treasury plans to convene 13,855 free admission positions and 9,047 internal promotion positions, to which would be added nearly 4,000 positions for the stabilization of interims, as confirmed to this paper by sources present at the last meeting of the Treasury. Monday.

Despite the fact that more free places are being offered than last year, as they have a replacement rate of 110% in general and 120% for priority sectors, the unions are hesitant to sign an agreement for the time being and warn that it is an “insufficient volume to cover the job destruction that has taken place in the administration over the past decade — more than 60,000, according to CCOO estimates — and to cope with the wave of retirements doomed by a more than aging workforce : In less than a decade, nearly 60% of civil servants will retire and currently more than 20% are over 60, according to data from the ministry itself. Moreover, they emphasized from CSIF to this newspaper that this volume of positions will hardly create net employment in the state administration and that there will even be sectors in which it will be destroyed, such as in the group of administrative employees and labor personnel.

In any case, the negotiations are not closed and the Treasury will hold another meeting with the social agents on Tuesday to discuss the process of stabilization of temporary workers and another one of a general nature next Thursday.

From CC OO, they acknowledged that the numbers are close to what they claim: a minimum of 14,800 positions for free entry and 10,500 places for internal promotion. However, they warned the government that while they are concerned about the numbers, they are much more concerned about elements of the effectiveness of that offer, which could take up to two years to materialize. It should be noted that in the 2019 OEP, only the processes of 7,796 places out of the 16,364 places offered (about 40%) have been completed; of the year 2020, 2,038 of the 15,603 projects offered have been completed (almost 11%), while no completed process can be counted for the year 2021.

For this reason, CCOO demanded that the offer be implemented immediately, as the current rate of staff loss “seriously jeopardizes the provision of public services to citizens”.

The UGT and CSIF manifested themselves along the same lines, demanding a multi-year approach from the government in addition to qualifying the offer as “inadequate”. In this sense, Carlos Álvarez, from UGT, also demanded extraordinary Social Security planning to take in troops immediately, because otherwise, with the slowness they take in carrying out the processes, the shortage would be insurmountable. Moreover, he denounced that there are provinces where they no longer even give telephone appointments because of the saturation of their troops.

CSIF, for its part, called for promotion of internal promotion, eliminating the requirement to go through a new selection procedure to get promotion.

Last year, a total of 23,491 positions were approved (13,982 new entrants and 9,509 internal promotions), which supplemented previous decrees for the Armed Forces (1,920 positions) and for State Security (5,034 positions), marking a historic public service record. offer of 30,445 places, 8.5% more than the 28,055 places in 2020.

On the other hand, it should be noted that the opponent’s profile changes. So despite the majority being young, the number of opponents over 50 has doubled in the past two years, probably as a result of the pandemic, which has taken this group off the labor market, which is having a harder time reactivating itself. Therefore, more and more people choose to apply for a public position despite their age. In particular, if in 2019 the over-50s represented 5% of the total opposition, they will have reached 11.8% by the end of 2021, according to data published this Monday by OpositaTest in its annual survey of more than 5,000 active opponents.

And the vast majority are women, 81% of the total, a percentage that coincides with the national average. 75% live in urban areas and one in four opponents over the age of 50 lives in Madrid, followed by Andalusia (20%), the Valencian Community (15%) and Galicia (9%). 97% have more than five years of work experience and 72% have children.

More than half have a university degree and 41% have a baccalaureate or FP.
