This is what happened in Bavaria. The teasing of the Latvian customer even led to a police action. Krone+ looked into the legal situation for card payments in Austria.
A Latvian guest drove the Lower Bavarian innkeeper to despair. He ordered 16 beers and paid for each one separately with his debit card. At one point, it became too much for the innkeeper and after consultation, he called the police. The reason for the excitement was soon discovered: the landlord had to pay transaction fees for each card payment. In the case of the German innkeeper, this was 20 cents per payment.
