The government Monday, albeit over the horn, delivered on its promise made months ago to carrier associations to pass a decree-law before the end of July that would prevent them from operating at a loss — which will be delivered in the coming days, a once published in the BOE-, in the image of what he did to the agricultural sector by reforming the law of the food chain. Likewise, it enabled a new line of direct support to companies and professionals in the sector, endowed with 450 million euros – as a novelty it includes public services of urban or suburban collective buses -, a repeat of the services already launched at the end of March in a another similar decree (KB 6/2022) following the majority succession that this group’s last strike had at the time, causing millions of dollars in losses in various areas.

The new decision that has been given the green light by the Council of Ministers contains a number of provisions so that the price of effective transport covers the individual costs incurred by the professional in the field, in those cases where the greatest imbalances occur in the negotiation. It also includes obligations to indicate in writing the price of the service and the associated costs, ie the actual individual costs borne by the carrier. In order to establish these amounts, the structure of the items collected in the Road Freight Cost Observatory established by the Ministry of Transport, Mobility and Urban Agenda (Mitma) is valid.

In this context, a new sanctions regime has been included to guarantee compliance with the previous obligations, with sanctions up to 4,000 euros. In addition, it is common ground that the Code of Good Commercial Practices in the Contracting of Land Freight Transport, which the Ministry and industry representatives will now try to polish, also includes commitments to set maximum levels of subcontracting, as well as commitments for the conclusion of contracts through intermediaries providing transport services over the Internet.

In any case, an obligation has been included for the government, after evaluation of the effectiveness of all measures taken, to submit a bill within a period of six months to review the subcontracting regime in road freight transport.

The decision, approved on Monday, includes a new package of direct aid to overland freight and passenger transport companies due to the heavy reliance on fuel prices in this “strategic sector”, the executive said. This line, worth more than 450 million euros, is distributed as follows: trucks, each 1,250 euros; light trucks, 500 euros; buses, 950 euros per vehicle; ambulances, 500 euros; city ​​buses, 950 euros; taxis and VTC vehicle: 300 euros each.

With regard to rail transport, for railway diesel locomotives, each unit is subsidized 15,000 euros and on top of that there is a maximum of 1.9 million euros for public and private companies active in this sector.

Finally, in the field of air transport, the Council of Ministers has approved that Aena is making a series of investments in technological equipment facilities to support the implementation of the biometric passenger registration ‘entry/exit system’. In principle, it will be installed at airports in November and could cause further collapses in checks on passengers from third countries outside the EU. In total, the airport operator will invest some 150 million in new equipment and another 10 million in support staff to avoid further strain at its facilities, although its approach is to repay those costs later through their fees to the airlines themselves. .
