The President of the Generalitat, Pere Aragonès, is only finalizing the composition and structure of his ERC government after the departure of Junts, and foresees meet the new Executive on Tuesday for the first time, Europa Press reports, citing presidency sources.

During this Saturday, the president held meetings with his team in the Palau de la Generalitat to configure only the new executive power of the Republicans, and also participated in the extraordinary meeting of the ERC executive, in which they have the new phase analyzed which opens after the collapse of the coalition with Junts.

According to other sources from the Palau de la Generalitat, the new Consell Executiu is scheduled to be ready between this Sunday and Monday to meet on Tuesday, the day when the government usually meets.

At present, the government has 14 departments, seven of which are owned by Junts: Economy and Treasury; Foreign action and open government; Digital Policy and Territory; Health; Research and universities; Justice and social rights.

The minister of the presidency, Laura Vilagrà, explained this Saturday that the Catalan president and his team already have the structure of the new government “very advanced”, without ministers from JxCat and with the integration of “experts in their fields”.

In statements from the Palau de la Generalitat, where Aragonès and his circle of collaborators worked on the draft of the new government after JxCat’s decision to give it up, Vilagrà explained that “all names” that join the executive will joints, have not yet been closed, although the process is “well advanced” and should be completed by “beginning of this week”.

Its aim is to “build a strong, cohesive, loyal government that addresses economic and social challenges” “maximum stability and security” in Catalonia and that will give priority to seeking support among the pro-independence groups and the ordinary, although it will also listen to the economic and social actors, city authorities, provincial councils and municipal entities.

Vilagrà pointed out that Aragonès and his team are not considering ministers of En Comú Podem, but “people who are experts in their field”, some with “experience in the public sphere”.

Budgets

On the other hand, regarding the next budgets of the Generalitat, which has been prepared so far by the Minister of Economy, Jaume Giró, Vilagrà noted that the new government will “negotiate” with the parliamentary groups to try to to approve.

But they have not closed the door to a budget extension if negotiations fail, as “the current budgets are good, they are expansive” and “enable the development of the social shield”, as Aragonès announced in parliament.

In fact, the leader of the ERC, Oriol Junqueras, has ruled out agreeing the Generalitat’s 2023 budgets with the PSC and has opened the door for renew accounts from 2022 until next year if Junts does not support them.

Junqueras argues that the ERC’s red line to come to an agreement is the parties that are not committed to the “end of repression” and to the defense of a referendum, and believes that the socialists are not.

The Spanish Minister of Culture and leader of the PSCMiquel Iceta said this Saturday, in light of the ERC’s refusal to get the support of the Catalan socialists, that “who needs support is who needs it in Parliament”.

Faced with this refusal, Iceta confirmed that “it may not be necessary (to support the government)” and added: “If a government that had 65 deputies supporting it already failed, now with only 33 it is difficult for it to keep up well”.

Turull: question of trust or new elections

For his part, the general secretary of JxCat, Jordi Turull, this Saturday pointed out to the president of the Generalitat, Pere Aragonès, two ways to get out of the current situation in Catalonia: either he submits to a matter of trust to control whether he has sufficient parliamentary support or to call early elections.

According to Turull, “Aragonès needs to think”, because in a year and a half term, he “has lost the confidence” of the 41 deputies of JxCat and the CUP, who contributed to his inauguration and who now believe that the president “has failed to fulfill of the agreements signed by you.

Turull is in favor of rebuilding the independence unit and “redrawing a shared roadmap” because “it is time to take action again”: “There will be no JxCat”.

In this sense, the former general secretary of JxCat Jordi Sànchez ruled this Saturday that: “The ‘process’ is definitively closed”.

Reaching the Commons

The leader of En Comú Podem (ECP), Jéssica Albiach, has offered the President of the Generalitat an “outstretched hand” for the formation of “a progressive majority” that will support the government from now on, although she has warned that its formation will don’t give a “blank check”.

Jéssica Albiach has asked Aragonès to be “haughty” and to recognize, first of all, the situation of “extreme weakness” in which he finds himself at the moment, bearing in mind that “he is left alone” and that “only has the support of 33 of the 135 deputies of Parliament”.
