The Income Guarantee Income (RGI) reform passes the first procedure in the Basque Parliament

The rule that will change the Income Guarantee Income (RGI), the draft law of the Basque Income Guarantee and Inclusion System, has passed the first step in the Basque Parliament and the reform continues. The Chamber of Vitoria-Gasteiz has rejected the single amendment on the whole tabled by Vox, which was not supported by any other political group.

The Basque parliament has rejected the return of the project to the Basque government after a short debate in which only the Vox parliamentarian, Amaia González, and the PP+Cs Laura Garrido intervened. As has happened throughout the PNV legislature, EH Bildu, Elkarrekin Podemos-IU and PSE-EE did not participate because it is a Vox initiative, nor did the Second Deputy Lehendakari and the Minister of Labor and Employment, Idoia Mendia , who defended the normative proposal before the plenary.

A paper will now be formed discussing the amendments tabled by the various parties to this reform, which has been approved thanks to the majority of PNV and PSE-EE, and which will also come out with an agreement achieved with Elkarrekin Podemos-IU.

According to the pact between PNV, PSE-EE and Elkarrekin Podemos-IU around the RGI, the amount goes from the current 727 euros for an adult to 803 euros per month.

The method of calculating this benefit will no longer refer to the interprofessional minimum wage, which from 2024 will refer to the at-risk-of-poverty rate indicator, ie 60% of the average income corresponding to the state as a whole. In 2023 it would have the Minimum Vital Income as its reference.

The main opposition party, EH Bildu, does not agree with this formula and proposes in its amendments to refer the Income Guarantee Income (RGI) to the Euskadi poverty indicators and not to the state indicators, thus reducing the minimum amount of this provision be increased to about 930 euros.

As for the average age to receive the RGI, in the agreement between PNV, PSE-EE and Elkarrekin Podemos-IU it goes from 23 to 18 years and between both ages the applicant must be registered in Lanbide for at least one year. years before he applied for the help and that he also did an exercise in a situation of emancipation or “independent living”.

In addition, while the requirement of three years of registration for collecting this aid is generally maintained, this period is made more flexible for vulnerable people.
