Eddy about the personnel office – now official: Willi broke the city law

Date:

There is no Christmas rest in Innsbruck’s city politics: the state’s municipal supervisory authority has determined that the – which has since been reversed – the dissolution of the personnel office and the creation of a staff unit for “personnel management” by Mayor Georg Willi (Greens) in against city law.

Now it has been officially confirmed that the mayor of Innsbruck, Georg Willi, has violated city rights. Willi caused a stir when he disbanded the personnel office and created a “personnel management” staff position in its place – all just to avoid the threatened resignation of the head of the personnel office.

The Just Innsbruck faction has filed a supervisory complaint with the office of the Tyrolean state government. The state confirms: both the dissolution of the personnel office on November 17 and the establishment of a personnel office by the BM were in violation of the city law. The personnel cell has been discontinued since 6 December and the personnel agendas are again in accordance with the municipal law.

Personnel office without management since then
The municipal supervisor recently stated in a statement to the mayor that the municipal council, as the highest body of the municipality, can issue instructions. At the October city council meeting, the city council directed the senate to fire the chief of human resources. The city senate followed this instruction – but Willi prevented this by creating the administrative department.

However, after the letter from the municipal supervisor, Willi reversed the conversion and the personnel office has been without a board ever since. The head of the relevant personnel office has since acted as adviser to the personnel office.

Trio turned their back on the Greens
The misery unleashed by the city law was a report by a control agency that questioned and criticized high compensation, special treatment and contracts for individual employees in the Willis area and special arrangements for the chief of human resources, among other things. Willi’s subsequent actions provoked outrage not only from the other parties, but also within his own ranks. Three Greens founded their own club (“Liveable Innsbruck”, LI) and accused Willi of blindly “maintaining power” and a lack of transparency, among other things.
