The design of the “Basque Strategy for Restorative Justice 2022-2025” aims to “universalize, systematize and consolidate” programs of restorative encounters in the prison environment, where victims and perpetrators will determine whether it is appropriate for them.

Artetxe has cited that the Victim Support Service (SAV) assisted 2,272 people in 2020; the Service for the Management of Alternative Sanctions and Measures has carried out some 6,000 executions of Community Action (TBC) and that the Restorative Justice Service itself, acting by judicial referral in criminal investigations and prosecutions, has handled 1,260 cases treated in 2019.
He also remembered the “experiences” in this penitentiary environment, such as the meetings of the via Nanclaresamong relatives of victims and prisoners of ETAor volunteer programs in Zaballa (79 people between 2012-2019).
