The plenary session starts at 9 a.m. with the debate on the partial amendment submitted by the PNV and the amendments to the whole submitted by the parliamentary groups of the PP and Vox against the reform.
Today, the reform of the conference rules will be finally approved, so that the delegates can have their say Basque, Catalan or Galician, just as they did on Tuesday, when the initiative was processed. But first, in a session starting at 9 a.m., the groups must debate the partial amendment tabled by the PNV, so that the translations from Catalan, Basque and Galician have the same legal validity as Spanish, and the amendments for the whole with alternative text presented by the PP and Vox against the reform.
The correction of the jeltzales aims to ensure that the laws approved in the House of Representatives are published by Congress as an authentic version in all official languages of the state. Sources from the PNV faction indicated that “this amendment would make it possible for all versions of a law in the different official languages to have the same legal validity.”
The Popular Party, for its part, has emphasized that it is presenting its initiative “with the aim of ensuring that the Rules of Congress are not changed” and has indicated that “any reform thereof must be carried out by consensus within the framework of the Regulation Commission.” . He will be the Basque parliamentarian Borja Semper the one responsible for defending the PP amendment, after his intervention on Tuesday, aroused internal criticism and from his opponents by including parts in Basque.
The amendment to the entire PP is added to the one registered by Vox requesting the addition of a single item to Article 15 of the Rules of Procedure so that the deputies, in addition to the obligation to attend the plenary meeting and the meeting, committees of its members use Spanish both in their oral interventions and in the writings they present.
For his part, UPN has reported that despite its disagreement with this reform, it has not registered any changes at all.
To move forward, reform of the Congressional Regulations for the Use of Co-Official Languages requires a absolute majority –176 votes in favor – in today’s final vote, and will enter into force on the same day after its publication in the Official Gazette of the Cortes Generales. In this way, parliamentarians will be able to speak in Basque, Catalan or Galician during the investiture debate of PP leader Alberto Núñez Feijóo, which will take place on September 26 and 27.
