Community service has existed in Austria for fifty years as a substitute for military service. Now a change in the law is planned that will allow divisibility for hardship and a father’s month.
Divisibility should be possible at the request of the civil servant if “there are economic or family interests that deserve special attention”, such as hardships for entrepreneurs or fateful events in one’s own family.
When a child is born, the possibility of a daddy month arises. Moreover, following ‘vocational modules’ will be possible for more civil servants in the future, because the requirement of labor market neutrality no longer applies. This should make things easier, especially for rescue organizations.
Tightening for “system bypassers”
According to the draft, which State Secretary Claudia Plakolm (ÖVP) sent for review on Monday, “system circumventers” who argue with their mental state could be required to undergo a specialist medical examination. Every year, there are approximately 220 community service officers who do not take up or complete their task and support this with a medical statement about their mental health.
However, requests for information from the health insurer showed that they indeed performed other work or worked independently. Now the official authority should be able to prescribe an investigation by an expert in such cases.
