The CAV will manage, among other things, seasonal use of beaches and at sea, traffic and access to the sea, and coastal structures and activities. It will also cover support for audiovisual development and the protection fund for cinematography in co-official languages.
The Bilateral Commission for Permanent Cooperation concluded by pledging that powers in the areas of coastal planning and management and cinematographic and audiovisual activities will be approved at the meeting of the Joint Transfer Commission on December 16. But what do these transfers consist of?
Coastline planning and management
It means that the Basque Autonomous Community (CAV) will manage, award and, where necessary, sanction:
-The permissions of seasonal applications on the beaches and in the territorial sea. For example, summer libraries on beaches, beach bars and removable kiosks on beaches, hammocks and umbrellas, children’s playgrounds, summer cinemas… etc.
-Permits in easement areas transit and access to the seafor example urbanization projects, walks, bidegorris, etc.
-Concessions for non-detachable installations in general or some even removable installations, but with very intensive use, such as:
1-Constructions of bridges, power or communication lines or passage works in the Maritime-Terrestrial Public Domain
2-Construction of pipelines or underwater drains to be carried out waste to the maritime-terrestrial public domain
3-Piers, pontoonsfixed slipways.
4-Operations of aquaculture not fixed or occupied for more than four years (such as bluefin tuna fattening cages).
5-Exploitation of resources such as dredging or energy sources such as wind turbinesetc.
In addition, the CAV will approve and carry out works that are not of general interest to be carried out in the aforementioned space.
Cinematographic and audiovisual activity
This transfer means that the Basque government will manage:
–AIDS for audiovisual development.
-Policy audiovisual literacy (promotion of cinemas).
-He ‘Fund for the protection of cinematography in co-official languages’ dedicated to encouraging the production, distribution and exhibition of audiovisual works in Basque. The Basque Government will manage aid for the production, distribution and exhibition of audiovisual works in Basque.
-The collection of contributions to the Fund by regional, public and private providers of audiovisual television communication services.
