He Executive Committee of the Spanish Paralympic Committee (CPE) agreed the call for presidential elections and other entity representation positions for October 24the day when the new president will be elected, because Miguel Carballeda, who has been in office since 2004, will not run for re-election.
Following the provisions of the Electoral Regulations approved by the General Assembly of the CPE in June, the call for elections was made by the Executive Committee, which also approved the electoral calendar and the census and the appointment of the Electoral Board.
The electoral calendar predicts that the last day for the presentation of candidates for president will open on October 10, with the 15th as the closing date. Within 48 hours following the end of the deadline, the proclamation of presidential candidates by the Election Board must occur.
The current president of the entity, Miguel Carballeda, has already declared his intention not to stand for re-election, so the highest governing body for sports for people with disabilities in Spain will have a new president next October 24.
In addition to the election of the president, on that day the three vice-presidents and the positions of general secretary, treasurer and members representing the Paralympic single-sport federations and non-Paralympic federations will also be submitted to the vote of the member of the General Assembly. In the case of elections for members of these federative representatives, the deadline for submitting candidacies is a bit longer, until October 17.
The Electoral Board appointed by the Executive Committee is composed of three members, all of them jurors: Mariano Ruiz as president, Borja Oses as secretary and Germán Alonso Alegre as member.
The census for the elections consists of 44 members of the CPE General Assembly, who are voters and eligible. To formalize candidacies for the presidency, it is necessary to present endorsements from at least ten percent of the members of the assembly.
At the General Assembly on October 24, there will be time for the presentation of the program of each presidential candidate and then voting will be held. The candidate who obtains half and one of the votes in the first instance or who obtains a simple majority in the second ballot shall be elected.
Once the new president has been proclaimed, he will make a proposal for the appointment of the first, second and third vice presidents, general secretary and treasurer, which will be submitted to a vote of all members of the assembly.
Finally, the other members of the Executive Committee will be appointed, the ex officio members representing the Paralympic Multi-Sports Federations and those to be elected from the other federations: one member representing the Paralympic Single-Sports Federations. and another member representing the Non-Paralympic Federations. In the case of these last two elections, only members of the Assembly belonging to each of these two groups could stand and vote, respectively.
Also, the General Assembly must approve the composition of the Guarantees Commission and the appointment of the person covering the Management Directorate of the CPE, all at the proposal of the president.
Miguel Carballeda, who resigned after twenty years in office, publicly showed his support for Alberto Durán, current first vice president.
