How would you rate the work Industria has done so far?
You have to acknowledge that
maro kings tried to ensure that the entire value chain was represented. They have recognized that we need to promote zero-emission mobility, but without attacking and helping those who pay for the investment in electric cars, that is, the manufacturers of internal combustion engines. Unfortunately, they have had the Ministry of Ecological Transition above them in terms of decision-making, which has prevented them from doing what they wanted in the sector. So it was good intentions but bad results and the sales in Spain speak for themselves.
How much capacity does the government have to restore the car industry to health?
The first thing the various governments have to do is give the industry the importance it really has, something that has never happened before. The Industry portfolio accounts for 70% of employment in this country and must have a decision-making capacity at least equivalent to that of other ministries. The electric car must be controlled via the Perte, the Moves and other mechanisms. Seeing the rate of zero emissions in Spain being so low should tell consumers that internal combustion engines will serve them for a long time. If things had turned out differently, the car industry would have had 150,000 more registrations.
Will the LEZs be an incentive to buy an electric car?
Absolute. Low Emission Zones directly affect very old cars, and these are often owned by families who cannot afford to buy a new car. It is ultimately a matter of revenue and we don’t believe they will generate sales volume. If they did, we’d be happy.
The government maintains Moves 3 in 2023. Would it reform it in any way?
Consumers who can get an electric car, even with Moves, make up 20% of the population. There’s 80% of the public that doesn’t even think about it. It’s like subsidizing a five-star hotel in the Bahamas. The aim of Moves is to try to bring the prices of electric cars on par with combustion cars. But what you should do most of all is to renovate the park. And the government says that “there are countries that don’t do it anymore” and yes, but they have younger and less polluting vehicles. Is it that the old cars that circulate in our cities do not interest us? If we improve the conditions, we can go from a quota of 4 to 8%. But we won’t get anything until modern thermal cars are sold.
Would a government of a different color subsidize internal combustion engines?
We were told that by PP and Vox, the alternatives to the current government, who share our discourse: “Electrification as soon as possible, but with plans to renovate the park.” It makes sense that in a country with cars that are 14 years old, the park should be refurbished to protect the environment.
Other countries are withdrawing their incentives for electric driving. Could something similar happen in Spain?
If they were removed, there would be no way for us to achieve the objectives. The only way to get closer to the 2035 and 2050 targets is to double the government’s support. If not, per capita it is impossible. An electric car costs practically the same in Norway as in Spain.
The government is counting down to approve the second leg of the Perte VEC, do you think it has been a good tool?
De Perte has been incomplete, as it has focused only on the manufacture of automobiles. We have to be a great producer worldwide. But the problem we’re facing is that we’re at the bottom of Europe in terms of sales of these technologies, so taking into account the whole value chain would have been an important detail.
