Russian President Vladimir Putin has declared a state of war in the four recently annexed Ukrainian territories. He has already signed a corresponding decree, Putin said on Wednesday. This goes hand in hand with extended powers for the Russian occupation administrations in the Luhansk, Donetsk, Kherson and Zaporizhzhya regions.
Meanwhile, several explosions were heard in central Kiev on Wednesday, according to AFP reporters. This happened at 2:20 PM (1:20 AM CEST). The air raid siren had gone off shortly before, as reported by AFP reporters. Russia has repeatedly attacked the Ukrainian capital with kamikaze drones since Monday. Several people died. Power went out in several regions of the country during the attacks on energy infrastructure.

According to the head of state Volodymyr Zelenskyy, Russia destroyed 30 percent of Ukraine’s power plants within a week. More than 1,100 locations were without power on Tuesday, according to the national emergency services.
