In the fight against the circumvention of sanctions, it should also be possible to limit EU exports to third countries in the future. This is what the European Commission proposes for an eleventh package of sanctions, which was sent to the member states on Friday.
First of all, the creation of a corresponding legal possibility is planned, which should serve as a deterrent. If that is not enough, then in a second step certain exports could be stopped. Goods that can be used for both military and civilian purposes, such as night vision goggles, would be particularly affected. These are used by hunters and security companies, as well as soldiers.
Kazakhstan, Armenia and the United Arab Emirates are examples of countries used to circumvent sanctions against Russia. Turkey has recently been certified to respond with relative resoluteness to indications to evade sanctions.
No computer chips and night vision goggles
Many products from the EU countries themselves have not been allowed to be delivered to Russia for months. These include, but are not limited to, dual-use items such as night vision goggles and drones, certain types of machines and vehicles, and certain computer chips.
The representatives of the 27 EU Member States will discuss the Commission’s proposal in Brussels next Wednesday, chaired by Ursula von der Leyen. The aim is to adopt the eleventh package of sanctions this month. In addition to the new export control instrument, it should include punitive measures against other individuals and organizations supporting the war in Ukraine.
