In the room, the children are protected from the gaze of “strangers”, and nudity is expressly not prohibited, the letter to the parents says. “Each child decides for himself whether and with whom he wants to play physical and sexual games,” reads the top of the ten rules. Older children, young people and adults are not allowed to participate, writes the “Bild”.

The operator of the kindergarten, Arbeiterwohlfahrt (AWO), justifies the procedure in a letter to parents with the obligation to submit a “child protection draft” before July 31. “The stage where children are interested in their bodies and the bodies of other children” is only a small part of the concept, it says.
According to the Ministry of Education of the state of Lower Saxony, the kindergarten may only continue to function if the educational concept of the AWO kindergartens in Hanover and the child protection concept are immediately reviewed with external advisers. This is a condition of the competent government agency for youth care.
