Josep Borrell, the EU’s foreign policy chief, said on Monday he was committed to a separate Palestinian state. “From now on, I will no longer talk about the peace process, but about a two-state solution,” he announced in Brussels (see video above). However, within the EU, positions differ.
Nevertheless, Borrell on Monday called on representatives of the 27 EU countries to work with the Arab world on a two-state solution. “We will never forget what Hamas did,” he said. But peace cannot be achieved through military means alone. The meeting of EU foreign ministers on Monday was due to discuss a non-paper by Borrell proposing a peace plan and an international peace conference. The conference is organized by the EU, but also by representatives of the Arab League and Saudi Arabia.
Conference, even without both parties to the conflict
It could be planned even if one of the parties to the conflict did not participate, the paper continues. Both sides would be informed of all steps towards a peace plan. The goal is to establish an independent Palestinian state “living in peace and security side by side with Israel.” EU representatives admitted that the Israeli government is not currently interested in a two-state solution, but that this is the only way.

Katz wants support for Israel
The approval came from, among others, Austrian Foreign Minister Alexander Schallenberg, his German counterpart Annalena Baerbock and the new French Foreign Minister Stephane Séjourné. Israeli Foreign Minister Israel Katz also traveled to Brussels for the meeting, but to discuss and gain support for other issues: the hostages had to be returned quickly and the terrorist organization Hamas had to be dismantled. “Our soldiers are fighting for this under difficult circumstances,” Katz said.
Katz took part in the six-hour debate on the situation in the Middle East (Ukraine was also discussed); a direct meeting with his counterpart from Palestine was not planned.
