To encourage men capable of military service to return home, Ukraine has stopped issuing passports for foreign missions.
A regulation published on the government’s official online portal on Wednesday said sending passports to Ukrainian diplomatic missions abroad “will no longer be practiced.” In the future, Ukrainian men between the ages of 18 and 60 will only be able to obtain their passports in the country itself.

This measure received little support among the refugees. On Wednesday, hundreds of Ukrainians protested in front of a passport issuing office in the Polish capital Warsaw because their documents were not handed over to them (see photo above). Officials justified the stop with “technical problems.” Ukrainian Ambassador to Poland Vasyl Swarich assured that all applications for travel documents submitted before April 23 will be processed.
Tougher penalties for conscientious objectors
Kiev tightened the rules for the mobilization of soldiers more than two weeks ago. For example, conscientious objectors are punished more severely and those who perform military service are released later. The army has recently had great difficulty recruiting new soldiers.
