After more than two years of war, the Ukrainian army is having great difficulty recruiting more soldiers. Demchenko explained that Ukraine no longer recognizes dual nationality. The U.S. Embassy in Kiev advised Ukrainians who also have U.S. citizenship not to enter Ukraine if they “do not want to stay in Ukraine permanently.”
