Ukrainian President Volodymyr Zelenskyy has admitted his army was defeated in the battle for Donbass. Russia has an edge when it comes to heavy weapons and armed forces, Zelenskyj said in his daily televised speech on Tuesday evening.
“This is very evident in combat, especially in Donbass. It’s just hell there. Words cannot describe it,” Zelenskyj said. The American weapons supplied could not compensate for Moscow’s advantage.
53 cities recaptured?
The governor of the Russian-occupied southern Ukrainian region of Kherson had previously spoken more optimistically. The Ukrainian counter-offensive there is making progress, Dmitri Butri said on television on Tuesday evening. Since the invasion, 53 cities have been recaptured, nine more than on Monday. The Russian army conquered large parts of southern Ukraine in the first phase of the war and is now said to have controlled more than 20 percent of the country.
“Active conversations” for more money
Ukraine is now on the brink of bankruptcy and claims to have received a billion euros from the EU. “We expect eight billion euros. Unfortunately, some states, including Germany, are blocking the handling of this issue,” said Ihor Zhovka, deputy presidential office. Selenskyj therefore has “active conversations”.
According to the EU commission, guarantees from member states may be needed for the outstanding amount that has already been committed. Hedging via the EU budget is not possible. As late as July, several rating agencies downgraded Ukraine’s rating.
