More than 13,400 million for a territorial investment that rewards Madrid and Extremadura

Funds will fall in Murcia, Castilla y León, Ceuta and Melilla, while they will rise in the rest of the autonomy

The Community of Madrid, Extremadura, Cantabria, Navarra, La Rioja, Castilla-La Mancha and the Basque Country will be the autonomous communities where real state investment will grow the most next year, according to the General Budget project presented at the Congress. The largest percentage increase corresponds to Navarra, with an increase of 35%, from 77 million to 104 million euros. Although in terms of amount it is in Madrid where the investment of the state will increase the most: 154 million more than offsets the loss registered this year by the autonomy presided over by Isabel Díaz Ayuso.

Madrid is ahead of the Valencian Community, taking 9.7% of total investment, behind Andalusia and Catalonia, which each receive 17% of the state investment budget. In addition, in the case of Catalonia, in addition to the 2,309 million euros it receives in investments, another 200 million must be added from the Ministry of Transport, derived from the Supreme Court ruling on compliance with the provisions of the Statute of Autonomy of Catalonia . Perhaps these funds will bring ERC support closer to budgets, although the spokesman for this parliamentary group, Gabriel Rufián, warned the government that “the Esquerra vote is sweating”. The Minister of Finance, María Jesús Montero, emphasized during the press conference that with this territorial distribution of the investment “all the statutes of autonomy have been met”. Andalusia will be the community with the highest level of state investment: 2,319 million euros, 2.28% more than in 2022. In Extremadura, it will grow by 16.7% to 474 million euros

Next year, public investment will decline in the region of Murcia (-33.6%), Castilla y León (-4.17%), Melilla (-25%) and Ceuta (-9.6%). Galicia, the autonomy presided over by the new People’s Party leader Alberto Núñez Feijóo until a few months ago, remains practically the same as this year (only getting three million more). However, when compared on a per capita basis, Galicia doesn’t look bad at nearly 400 euros per capita, although it is behind Melilla (524 euros), Cantabria (507) and Extremadura (447 euros). In this ranking of funds per inhabitant, the regions that receive the least are Navarra, the Balearic Islands, the Canary Islands and Madrid. In any case, when it comes to the construction of a railway or motorway network, the area to be covered is more important than the population when calculating the investment. Or when it comes to building hospitals or educational centers, the element to consider is territorial distribution.

Investments in the Basque Country increased by 9.18% to 559 million euros, 4.1% of the total and with an increase in resources per inhabitant to 252 euros. La Rioja, with an increase of 12.7%, will receive 71 million euros.

The territorial distribution of the investment is made based on the location of the projects, but there is a part that is unlikely to be regionalized due to its nature, such as centralized purchases at the headquarters of the body implementing them, regardless of where they are going to be. used; intangible investments that cannot be located in a specific place, or investments, in particular of the Ministry of Defence, the place of production of which is different from the place of use of such assets. Although the regionalizable investments will only increase by 2.8% in 2023, to 13,444 million euros, the part that cannot be regionalized increases by 21% to 25,913 million euros.
