Thanks to this new revaluation, they will receive an average payment of almost 520 euros at the end of this year. This amount is the result of applying that 1.5% increase to the average salary of civil servants, which according to the INE is 34,616.4 euros gross per year, according to the INE with data from the accompanying Active Population Survey (EPA). year.

In any case, this group, which was one of the hardest hit during the 2008 crisis, will lose purchasing power again this year, more than 5 points, adding to the sharp deterioration they have suffered over the past decade as a result of the cuts suffered under the government of José Luis Rodríguez Zapatero and the salary freeze they have maintained for five years so that they will have almost 20 points less purchasing power.

But January starts with another 2.5% increase in civil servant salaries. On average, this means about 75 euros extra per month, which means that his salary in 2023 will exceed 35,800 euros gross, which would come down to 2,560 euros per month in 14 benefits.

The latest increase the government has agreed with two of the major unions is to raise civil servant salaries by 2% by 2024. This brings them 61 euros more per month and their monthly wage increases to 2,623 euros, 36,723 euros gross per year.

These are the fixed increases that have been set for the period 2022-2024. However, as in the previous Civil Service Agreement signed in 2018, an additional percentage increase will be applied if certain conditions are met, which depend on the evolution of GDP and inflation. So if the sum of the harmonized CPI for 2022 and the advanced harmonized CPI for September 2023 were more than 6%, civil servants would receive an extra 0.5%, which amounts to a payment of about 180 euros.

This plus is practically guaranteed as harmonized inflation this year, according to the Bank of Spain’s estimate, would already be 8.7%, and 5.6% in 2024.

More difficult to achieve is the 0.5% premium they would receive if nominal GDP is equal to or greater than 5.9%, which is the estimate used by the government and also by the agency headed by Pablo Hernandez de Cos. However, a sharp slowdown in the economy is expected next year, which is why CSIF considers it a “very optimistic” forecast, although much will depend on inflation persisting at high levels. If met, the group would receive an additional 180 euros at the end of the year which would also be consolidated into their payroll.

Finally, in 2024 there will be another 0.5% if the CPI accumulated between 2022 and 2024 is higher than 8%, a condition that will also more than likely be met, even with this year’s data alone. If all premiums were eventually paid, that extra 1.5% would increase the remuneration of civil servants by more than EUR 550 and amount to more than EUR 37,000 gross per year.

These new increases are expected to widen the strong gap that already exists between public and private sector workers, the highest in recent times, not much talked about, but far larger than the gender gap at nearly 37%. In other words, civil servants earn 37% more than company employees, a difference of more than 1,000 euros per month. Or to put it the other way round: private sector wage earners earn 58% less than those in the public sector.
