Brussels sends warning to Spain for lack of control system in European funds

Treasury acknowledges it’s a complex process and hopes to receive the third payout on demand

Wake-up call from Brussels to Spain. The European Commission has found that Spain has not yet met one of the milestones set out in the recovery plan giving access to European funds. In particular, creating a system that controls and controls the distribution of money.

This was stated Friday afternoon by the Bloomberg agency, citing community sources, explaining that this situation could jeopardize subsequent payouts by Brussels.

In concrete terms, this commitment is included in milestone 173 of the Recovery Plan. But sources consulted explain that the fact that this check digit has not yet been launched is far from the fact that subsequent payouts have been frozen. Spain has not even asked for the next payment of 6,000 million euros, the receipt of which is linked to reaching a series of milestones in the first half of the year.

According to Treasury sources, the government has no doubts that this third payout will be received when requested (the country is still on time). They assure that Spain is already implementing information and traceability systems on the use and destination of the funds when implementing European funds, which is slower than expected. But they acknowledge that “it’s a complex process”, especially because of the decentralization of the management of that money that came from Brussels.

“The dialogue with the European authorities is flowing and the Commission is aware that Spain is working on improvements to its information systems in collaboration with the tax authorities,” the ministry said.

We must not forget that the country was the first to receive European funds. In total, 31,036 million euros have already arrived in the country since the start of the Next Generation program (19,000 million in 2021 – 9,000 in the form of pre-financing and 10,000 as the first half-year payment – and another 12,000 in 2022). 44% of the allotment of all of that match in total.

Another thing is the pace of implementation, where some doubts remain when figures are published on transfers to the autonomous communities – where more than 18,900 million euros have already arrived -, tenders and calls, but of the money that the economy really achieved through those processes.
