The implementation of the pay-per-use mechanism on national roads would mean a fiscal surplus of 5,082 million euros for the state treasury, according to calculations by the Association of Construction Companies and Infrastructure Concessionaires (SEOPAN), which in its presentation of the results of this On Monday, they split this amount between the reduction in government spending on road maintenance (1,642 million) and the increase in government revenue associated with that user pricing (3,304 million).

Seopan president Julian Núñez stressed that the minimum investment threshold in Spanish roads is €10,661 million for road safety, environmental sustainability and digitalisation and technology. As for the 4% increase in highways by 2023 – instead of the 8.4% that the contractual increase would have been without government intervention – Seopan acknowledges that it does not pose “any problem” for them, because what they will stop contributing the user fees will be reimbursed via the General State Budget.
