New decision – AMS: Young people who “can’t work” get access

Young people and people under the age of 25 who previously could not access the Public Employment Service (AMS) due to disability, should now be able to do so. With this measure they are no longer declared prematurely unfit for work and can therefore be cared for and registered by the AMS. This gives them access to relevant services and also gives them the opportunity to receive unemployment benefits.

Minister of Labor and Economy Martin Kocher (ÖVP) and Minister of Health and Social Affairs Johannes Rauch (Greens) announced these innovations at a press lounge after the government meeting. Kocher emphasized the importance of this measure and emphasized the importance of involving all young people in this support.

Until now, the problem has been that people classified as “incapacitated for work” by the pension insurance institution were generally not covered by the services of the AMS.

As a result, affected persons could not participate in AMS training and qualification measures. This also applied to young people and people under the age of 25 with certain physical or mental disabilities. In addition, they were not entitled to unemployment benefits.

Return to the labor market should be made easier
According to information from the federal government, the only solution so far has been aid under the state’s disability laws, as the AMS was bound by the assessment of the pension insurance institution. The government explained that once these young people were placed in the field of disability care in the states, it was difficult to return to the primary labor market.

Young people with a disability must undergo a work-ability test after completing compulsory education or training. The test is based on purely medical criteria. Any support services that make it possible to work even with a severe disability are not taken into account.
