State agrees with unions to call up 29,578 places for this year

The government has reached an agreement with the main trade union centers of the public administration (CSIF, CC OO and UGT) to realize the call for 29,578 civil servant posts through various opposition processes that will take place in the coming months, when the executive branch finally approves the public labor supply for 2022 good.

These nearly 30,000 positions represent the largest range of civil servant positions in history, as positions corresponding to state security forces and organs, the armed forces, or the administration of justice are not included in the figure. Of all, there will be 15,888 new entry-level positions (29% more than 2021 calls), of which 1,150 are specifically listed for new Social Security services and benefits such as the Minimum Vital Income. An additional 9,591 places will be promoted internally (1.8% more); and the other 4,100 will go towards completing stabilization processes for interim state personnel.

According to the Central Independent Union and Officials (CSIF), the most representative union in the administrations, the bulk of this job offer will go into public policy management, taxation, digital transformation and social cohesion.

After several weeks of negotiations, the Ministry of Finance and Public Administration has increased the number of places in the 2022 OPE from the 22,900 it had put as the last option on the negotiating table. The unions opposed the signing of the agreement, as the number of positions available was “insufficient” to cover both the destruction of government jobs in the past ten years – 60,000 – and to cope with the wave of retirements to come: 60% of civil servants will retire in the next ten years.

CSIF has welcomed the agreement reached, which, according to its criteria, “lays the foundations to face the serious staffing problems of this administration, in areas such as social security or the public employment service”. CC OO, for its part, has warned that much of the negotiation process in the Civil Service is still under development, and has warned of the difficulties that could arise if the political will entered into by the government in this agreement does not materialize in a development effectiveness of the measures.

In addition, the aim is to streamline selection processes, shorten the publication time of calls, the withdrawal time of new troops and the time between exercises, and conduct a multi-year planning of the administration’s needs to ensure its medium-term viability. term and reduce staff shortages.

The agreement reached also includes the revision, in the next three months, of the internal promotion processes to simplify and reduce the agendas of the promotion systems in order to achieve a broader coverage of the places called up and improve the professional career of the staff in the service of the national government. To do this, and according to CSIF, the opposition phase will be simplified by reducing agendas and exercises and the mark of the opposition phase will be reserved for future calls if the process is not approved. As for the competition phase, the selective course will be strengthened as a training phase and evaluation of practical content, directly related to the places.

On the other hand, trade union organizations continue to demand that the government does not lose its purchasing power due to high inflation while waiting to negotiate the salary increase for the next fiscal year, which would be reflected in the draft budget law. of the state in 2023.
