The check for 200 euros to vulnerable households, active from today

The check for 200 euros for employees, the self-employed and the unemployed on low incomes, included in the Royal Decree recently approved by the government to mitigate the economic consequences of the war in Ukraine, can be requested from this Friday.

The government plans to allocate 540 million to this 200 euro aid, which will consist of a one-off payment and which the executive branch expects to benefit 2.7 million people.

The application must be submitted before September 30, 2022 to the Electronic Bureau of the National Tax Office by filling in an electronic form, which necessarily contains the identification data and address of the applicant and of the persons living with whom he resides, as well as a telephone number for contact and the bank account number to make the aid payment effective.

Although the royal decree stipulates that applicants have until September 30 to apply for the aid and that the tax authorities will be able to make the payments in the next three months, the Treasury assures that they are working to speed up the processing of the application. as an aid, requiring predefined contrasting information that the Agency has already requested from other bodies.

After a period of three months from the end of the deadline for submitting the form without having made the payment, the request may be considered rejected. An appeal for annulment and an economic-administrative claim can be lodged against this presumed dismissal, under the conditions provided for in Law 58/2003 of 17 December, General Tax Act.

To receive this support, the beneficiaries must live in households in which the sum of the cohabitant’s income in 2021 is less than EUR 14,000 and whose assets, excluding habitual residence, do not exceed EUR 43,196.40.

The calculation of income and wealth will be carried out jointly, taking into account all persons who live with the beneficiary at the same address as of January 1, 2022 “and are united by marriage or an analogous marriage relationship with at least two years’ notice or by blood relationship up to the third degree, including relatives, with one of the above persons, as well as other persons with whom one of the above persons resides by virtue of guardianship with a view to adoption or permanent foster care» .

The beneficiaries must be legally and effectively resident in Spain on the date of entry into force of the Royal Decree-Law, from June 27, and must have had such continuous and uninterrupted residence for at least the immediately preceding year.

Those who already receive the minimum vital income or receive pensions from the general scheme and the special social security schemes or from the state scheme for passive classes are excluded from this aid.

The Royal Decree already provides specific measures for these groups, such as the extension of the 15% increase in the Minimum Vital Income or non-contributory pensions, which means an annual increase of more than 200 euros. And, in the case of contributory pensions, the government guarantees the increase in line with inflation to ensure that there is no loss of purchasing power.

As the Ministry of Finance has explained in a statement, one of the reasons why it was decided to publish the form at the end of the week is to give an upfront margin to applicants who are not registered in the ‘Clave’ system , or have an electronic certificate so that they can complete this simple ‘Clave’ registration process online or by video call, avoiding travel, or at the offices of the Agency or other public authorities. Please note that registration in ‘Clave’ only requires the provision of the DNI details and a mobile phone number.

All necessary information related to this procedure, as well as that related to the aid of 200 euros, will be collected in brochures and explanatory videos that will be published on the Agency’s website.

In turn, a specific block of frequently asked questions about the help is already available on the Internet, and all this will be supplemented by informative posters in the customer service areas of the offices throughout the territory.
