On the evening of the last carnival day, Max Kothbauer made a strange observation while walking through Vienna’s government district: the former head of cabinet of Chancellor Franz Vranitzky and later general director of the Postal Savings Bank had seen several people on the balcony of the Chancellery who did not fit into the usual image of one of the usual ministerial meetings.
