Alberto Lucienio and Luis Medina celebrate their millionaire commission on the 211th day of his death in Madrid: “Pa la saca”

Date:

March 30, 2020. According to data released by the Ministry of Health the next day, 211 people died in the community of Madrid. At 17:18, Alberto Lucienio writes a letter with a file attached to Luis Medina and the title “2 transfers”. In the text of the message, write: “Pa la ella”. The anti-corruption prosecutor’s office confirmed that Medina had received two transfers of 750,000 and 250,000 euros to her account the next day, March 31st. On the same day, Luceno received four revenues totaling three million euros, though he would receive five in his pocket. The email is included in the resume provided by the Madrid court, which elDiario.es had access to. This is one of them, which was presented by Luis Medina himself at the request of the Anti-Corruption Prosecution.

The Duke of Feria’s brother was the one who contacted the City Council of Madrid and expressed his intention to cooperate in the wake of the tragedy the country was experiencing due to the COVID pandemic, which was particularly prevalent in Madrid. Some of the messages involved in the cause show very different attitudes. On March 21, after using his contacts to contact the person in charge of purchasing medical equipment, he asked him about the tests offered by Medina, the “minimum order” he could make about the council, and the “unit price.” Luis Medina gives some samples of the tests and says calmly: “I will sell to Colombia, but I can book a small part for you.”

Of the 250,000 tests bought by the Madrid City Council from the accused, only 75,000 had an “acceptable level of sensitivity”, 115,000 reached 80%, and the third, out of 60,000 units, remained at 66.7%. This led to the City Council official, Elena Kolado, asking Lucienio to return the third lot to the seller and return the price paid to him. Alberto Lucienio replied that he did not want the Malaysian seller and that in return he would receive several reagents that would improve their quality. Reagents never arrived nor was the council notified of the fraud. Among the messages exchanged between Collado and Luceno is one that indicates that Mayor Martinez-Almeida called Medina before the commissioners were negotiating with the city council.

The anti-corruption organization says in its complaint that Luis Medina used her popularity and “friendship” with Martinez-Almeida’s cousin to achieve the high position she bought from desperate sanitary ware. On the intentions of Medina, and especially Luceno, anti-corruption makes a devastating report: “He had no significant experience in the import business and no factories in China, just as he was not the exclusive agent of any Malaysian company. He acted without altruistic intent.

Prosecutors say two suspected businessmen fraudulently transferred money from Madrid to the city council at the worst moment of the pandemic. They increased the price of their products by 148% and received a commission of up to 80%. Luceno invested 5 million euros, while Luis Medina invested one million. But also, they lied to each other. The return of the defective gloves supplied to the Madrid City Council was alleviated by Alberto Lucienio by stealing a commission from Medina. This convinced them that they had to give up the agreement they had agreed upon in order to return part of the money to the City Council, which kept the gloves at a low price without any preventive capabilities. What Medina did not know is that Luceno continued to put a second commission in his pocket that he had never heard of.

With the win came the most obscene episode of the affair: the forced purchase of cars, watches, and expensive apartments, hotel nights for 10,000 euros, all by Luzon. And a boat worth more than € 300,000 bought by Luis Medina Abascal in Gibraltar with a tax-based company he shares with his brother, the Duke. He called himself a “fairy” and photographed himself floating behind the wheel, next to the Spanish flag. When the court wanted to seize his assets, he found himself on accounts less than 250 euros.
