EH Bildu’s spokesperson in Congress, Mertxe Aizpurua, has announced the global budget agreement reached with the Spanish government.
EH Bildu has confirmed its support for the General State Budget (PGE) after reaching a global agreement with the PSOE and Podemos, which will, among other things, extend the 2% limit for updating rental income in 2023 and the 15% increase in non-rental income – non-contributory pensions, and that will further the issues of historical memory and self-government.
This was confirmed by the nationalist group’s spokesperson, Mertxe Aizpurua, who said it was a “good deal” that would benefit Basque society and the “working classes”, in addition to guaranteeing “social and economic progress”.
These are the keys to the agreement:
– social protectionl: The measures included in Royal Decree Law 11/2022, of June 25, regarding the review of rental income up to the maximum of 2% contained therein, are extended by one year, until December 31, 2023. .
– pensions: The 15% increase for non-contributory pensions is extended by one year, until December 31, 2023, which means that the increase of an average of 70 euros per month that more than 450,000 pensioners have received, especially women who have this type of pension, will be maintained.
– Affected by Thalidomide: The budget line for social benefits to those affected by thalidomide is increased by a further 12 million with the aim of better serving the needs of this group that has been forgotten for decades, including hundreds of people in their 50s and 60s born with very severe deformities due to Grunenthal’s drug.
– Health: A further 2 million will be allocated to expand, through an extraordinary incorporation, the number of additional places for specialized medical training in family and community medicine, planned for 2023, by 200 new places, strengthening health systems in the face of the shortage of doctors and current medical practices and progress in the necessary generational change.
–Memory and history:
€600,000 is earmarked for the creation of the March 3 Memorial for the Victims through the reconversion of the San Francisco de Asis Church in the Zaramaga district of Vitoria-Gasteiz.
300,000 Euros are allocated to finance and continue the excavation and research work carried out by the Aranzadi science society at Mount Irulegi in the Aranguren Valley (Nafarroa), where an exceptional discovery has recently been made that represents a historical milestone in the archeology of the Basque language, predecessor of Euskara. The so-called ‘hand of Irulegi’ is a discovery of great value that requires more institutional support.
An initial contribution of EUR 3 million is allocated to transform the San Cristóbal Fort into a place of remembrance, giving continuity to the agreement reached under the Law of Democratic Remembrance, which mandates the transfer of the use of the current military site to the Government of Navarre to set up a memorial room in memory of the prisoners shot during the escape in 1938 and all the people imprisoned in this fortress by the dictatorship of Franco.
– self-government: The Authority of Traffic and Road Safety will be effectively transferred to the Foral community of Navarra before March 31, 2023, with the Transfer Commission convened before December 31, 2022, and as many meetings as necessary to overcome the current technical difficulties for its transfer .
– Taxes: In newly created energy taxes and credit institutions and financial credit institutions, the participation of the Autonomous Community of the Basque Country and the Foral Community of Navarre is established with the agreement of the Joint Commission of the Economic Agreement and the Coordinating Commission of the Economic Agreement, respectively, within a period of up to three months.
– ecological transition: EUR 1,500,000 for the development of the Plan for the restoration and conditioning of the natural environment of the Ibiur Reservoir, in the Tolosaldea region (Gipuzkoa).
EUR 700,000 will be invested for the establishment of the planned bio-waste treatment plant in Asparrena (Araba), which will include the treatment of the bio-waste generated in the eight municipalities of the Llanada Alavesa.
The government will implement the transposition of European Directive 2019/944 for self-consumption of energy, surpluses and energy communities within a maximum period of 6 months in order to promote shared self-consumption of electricity.
– Basque: EUR 1 million has been earmarked for the digitization and intelligent management of radio stations in Euskara, which will lead to improvements in R&D, on top of last year’s entry for the promotion and digitization of audiovisual media in Euskara. This item increases the possibility of extending the reception of the radios in Euskara to the public.
A new line of protection will be opened for a task as difficult and complex as circus activities in the Basque Country, requiring promotion and institutional support. Therefore, next year the circus in Euskera will have a game worth 250,000 euros, which will allow it to continue the journey from city to city started in Euskal Herria.
– universities: One and a half million for the Public University of the Basque Country – Euskal Herriko Unibertsitatea to set up a research laboratory for the use of energy generated in the marine environment (waves, tides…) and use it as renewable energy.
One million euros to the Public University of Navarra – Nafarroako Unibertsitate Publikoa for the completion of the UPNA Green Smart & Sustainable Campus. This mobility, storage and energy management project is a pioneer in the Spanish state.
Two million euros for Mondragon Unibertsitatea for the development of the digital platform for educational innovation and student facilities.
