The ERC will present a proposal at its Congress in January to hold an independence referendum agreed with the Spanish government. Esquerra took the example of the independence referendum in Montenegro, which received the support of the European institutions.
ERC will submit its commitment to negotiate a “clarity agreement” with the government of Spain for ratification by the militants to lay the foundations for an independence referendum in Catalonia. Esquerra proposes to declare independence in a referendum with a participation of 50% and a yes of 55%.
This will be his roadmap for the next four years if the proposal is ratified by the militants at the Congress to be held in Lleida on January 28.

In its political presentation, the ERC commits to first opening the debate with other political and social actors in Catalonia on the terms that the “clarity agreement” should contain, with the aim of reaching a consensus before handing over the petition to the state. Once the agreement is reached in Catalonia, he will submit the request to hold a referendum to the dialogue table with the government to agree on the terms.
ERC is proposing that anyone living in Catalonia over the age of 16 and non-residents entitled to vote in parliamentary elections can vote in the referendum, similar to what happened in Scotland in 2014.
The paper was sent yesterday to ERC affiliates, which may submit amendments to be discussed at Congress on Jan. 28.
