The spokeswoman for the executive branch emphasizes the democratic nature of the Spanish state. It neither confirms nor denies that the CNI has used the Pegasus system, citing the fact that there are problems it cannot explain, “because the law requires them to be handled in secret”.

The Minister of Territorial Planning and spokesman for the government of Spain Isabel Rodríguez has assured that the government has “nothing to hide, absolutely nothing”.

This was underlined in response to questions from journalists at the press conference after the Council of Ministers, where he also insisted on the democratic and legal nature of the Spanish state: “The government does not accept that the democratic quality of our country. I insist that Spain is a democratic and legal state where individual rights and freedoms are scrupulously respected,” he claimed.

In this sense, he assured that “In this country there will be no spying, no interfering in conversations, or interfering with information, if it is not under the protection of the law and the law” stresses that the democratic guarantee is “complete” and that any restriction on fundamental rights must be preceded by a required and reasoned judicial decision.

He has shown the total willingness of the government of Spain to “fully” cooperate with the judiciary, “if the courts oblige us to do so”.

Asked if he can ensure that the CNIA has not used the Pegasus system, Rodriguez has invoked the law on official secrets“There are national security issues that are classified matters and classified matters, which I cannot explain because the law forbids me.”

Without answering whether the government will appear to explain the matter, Rodríguez has reported that Defense Secretary Margarita Robles has requested, at her own request, to appear in Parliament to address issues of her ministry, including the alleged political espionage if so requested by political representatives.
