The Public Prosecution Service believes that between 2007 and 2011, the mayor of the city, as well as an architect and four businessmen simulated the execution of various works “with the intention of obtaining illegal advantage”.

The Bizkaia prosecutor’s office has demanded seven years in prison against the former mayor of Alonsotegi Aitor Santiesteban Aldama (legislature 2007-2011), for allegedly committing “ongoing” crimes of embezzlement and document forgery, as well as subterfuge and subsidy fraud.
The Public Prosecutor considers it proven that the execution of works was falsified in order to collect more than two million euros in subsidies, both from the Provincial Council of Bizkaia and from the Government of Spain.
Together with Santiesteban, the architect Alberto Zulueta, as well as the businessmen or advisers involved in the reported irregularities: Roberto Fernández, Javier Bediaga, Eduardo Ibarra and Saúl Fonseca. In addition, another defendant, Juan Torrontegui, died during the investigation, so all his responsibility falls.
According to the order, the five companies under investigation submitted up to four projects to carry out works to obtain public funds. The amount obtained would be more than one million euros, as the works were ultimately not carried out. The money came from the Zulueta architecture studio and various promoters.
