Congress President Meritxell Batet has tabled a resolution to change the necessary majority from three-fifths to an absolute majority so that all groups have access to classified matters.
The President of the Congress of Deputies, the Socialist Meritxell Batetohas proposed in the Table of the Chamber a reduction of the majorities needed to access the so-called official secrets committeelowering the bar from 210 seats to an absolute majority, which could already open the door to all parliamentary groups, including those presumably spied on with Pegasusthat is, to ERC, Junts, PDeCAT and EH Bildu control of the National Intelligence Center (CNI) and access to classified material.
It would be an amendment to the presidency resolution signed by the socialist Manuel Marín in 2004. PP, Vox and Ciudadanos opposed this amendment, as it would give access to EH Bildu.
The law entrusts the Reserved Expenditure Commission, whose meetings are held behind closed doors, with parliamentary control over the activities of the National Intelligence Center (CNI) and the use of earmarked funds by the ministries that have allocated items of this type. At a congressional press conference, Batet pointed out that his intention is to bring the resolution to the plenary “this week”.
The president of the congress has argued that the change of majorities to form the commission should be done to “ensure the plurality and political representation of the congress”.
Batet has discovered that there were “crossed vetoes” which prevented the composition of the committee” and indicated that it was an amendment “in line with the previous amendments” of this parliamentary committee.
