Both governments made the transfer official on March 22, although it will take effect on July 1.
The Official State Gazette has published the transfer of motor vehicle traffic and circulation powers to the Foral community of Navarre. The Central Government and the Government of Navarre signed the handover agreement on March 22, but it will take effect on July 1.
Following the approval of this agreement by the Council of Ministers, the BOE published the Royal Decree describing the services that will be the responsibility of the Navarrese authorities: the imposition of administrative sanctions, psychophysical examinations, awareness raising and reduction courses, instructions to community police officers, traffic supervision, sports reports and cycling marches, permission for events with historic vehicles and the fees that the exercise of the aforementioned functions entails.
On the contrary, the Spanish government reserves the right to regulate traffic, the movement of motor vehicles and road safety, as well as the issuance and revision of driving licenses, the exchange of licenses for driving dangerous goods, the registration and issuance of traffic permits , temporary traffic permits and vehicle registrations from driving schools.
Within the ‘package’ of this transfer, the Navarra State Government will give seven vehicles and various measuring devices, such as breathalyzers or cinemameters, from the Central Traffic Headquarters Autonomous Organism. Three jobs associated with the Navarre Provincial Traffic Headquarters will also be transferred as personal assets, while a specific committee on traffic, motor vehicle traffic and road safety will be created within the Navarre Security Council, with an equal composition between both administrations.
