With NEOS joining the city administration, many had expected more transparency – Rosarot has now delivered late in Vienna.
Vienna’s city council plans to introduce six new laws or amendments by the fall. This is to prevent public funds from seeping away in Vienna. This is increasingly controlled by the municipal audit office – it is given more rights for its side tasks, considerably more independence, money and personnel. In the future, party finances and party academies can also be looked at.
NEOS Viennese club president Bettina Emmerling: “We keep our fingers crossed and ensure transparent party treasury.” The Noordziekenhuis also learned from the mistakes. “If the costs of large projects are exceeded in the future, the Court of Auditors must be informed immediately. With a quick check, the credibility of this exceeding must then be checked,” said SPÖ municipal councilor Barbara Novak.

Vienna’s law on political parties will also be reviewed as part of the transparency package. In the future, there will be an upper limit for election costs of EUR 5 million. Emmerling calculates: “If this is violated, it will really hurt the party treasury. For example, if you exceed the upper limit by four million euros, you have to pay 5.5 million euros in fines.”
The new laws should come into force before the next elections in 2025. Now the SPÖ and NEOS want to sit down with the opposition. If everything goes according to plan, it will be voted on in the autumn.
