The General Delegate of Gipuzkoa explained that “the first steps taken to transform the governance structure of the institution are aimed at responding more effectively to the collective challenges of a new era, characterized by major social, economic and technological changes, assuming of three main pillars: a competitive economy that guarantees prosperous life projects and resources to develop quality public services; the promotion of social policies and care for the most vulnerable people; and the consolidation of strategic projects for the future of the territory”.
After the plenary inauguration at the General Assemblies of Gipuzkoa last Thursday, in which Mendoza was elected deputy general, her appointment was formalized this Friday in the Gipuzkoa Official Gazette.
Immediately, Mendoza will successively launch the three decrees that they will terminate the current mandate and begin the new legislature: the termination of their functions of the current deputies and alternate members; the one who determines the departments of the Provincial Council, as well as their fields of action and functions; and the appointment of future deputies and deputies, and deputy general lieutenants. All three go into effect this Saturday.
That same day, the constitutive session of the new regional government will take place, in a public act in which the deputies will receive the veneration recognizing them as such. Subsequently, the first executive board of the Legislature will be held, with which the new Executive will begin its all-purpose activities with the task of developing the programmatic agreement signed by the PNV and the PSE-EE.
One of the decisions it will take is the approval of the basic structure decree of the Provincial Council, which determines the composition of the departments, with the addresses and bodies associated with each of them. Likewise, the new provincial government will fully attend the itinerant plenary session of the general assemblies that will take place in Oiartzun on Sunday.
Executive “refreshed and rejuvenated”
Mendoza emphasized that the Provincial Council will have “a renewed and rejuvenated government team, with new faces representing the entry of a new generation and a growing participation of women in government responsibilities, a path with no return”.
“We have managed to form a work team that combines experience in institutional management, professional and personal value, and knowledge of the socio-economic realities and the associative structure of the Territory,” he stated.
In his opinion, “this mix of people with experience and new faces that they will bring us freshness and enthusiasm will be very positive to face this legislature in the best conditions and with all the guarantees”.

The new deputy for Mobility, Tourism and Spatial Planning will be Azahara Dominguez (Irún, 1990), degree in Sociology and Masters in Teacher Education.
It will also debut in feature Maria Ubarretxena (Urretxu, 1980), graduated in Humanities and Business in Deusto, who will be responsible for the management of the Road Infrastructure Department. Policies to promote culture, cooperation, youth and sport will in turn refer to Goizane Alvarez (Donostia, 1977), director of Sport during the last legislature.
Another important change will be that the policy with regard to the first sector will have a department with its own entity, that of Green Territorial Balance led by Xabier Arrutti (Beizama, 1968), graduated in economics and business and masters in management of rural development projects and agricultural nutrition.
The Department of Administration also gets a new deputy, Irune Berasaluze (Mendaro, 1968), a law graduate of the University of Deusto who will also be the spokesperson for the Foral government. For his part, Yokin Perona (Orio, 1978) remains head of the Provincial Department of Finance and Finance, a position he has held since 2020.
