In the future, the federal government will also be able to adopt circular resolutions electronically. Although this is already possible under constitutional law, the signatures of government members on paper were still required. In the future, a mobile app will suffice.
A circular resolution does not require members to assemble to vote. It is especially useful when no discussion is needed, but a formal decision is necessary. Urgent matters can be handled in this way. In practice, this can take the form of a draft document that is distributed to government officials and given the opportunity to implement changes or additions. If this is not the case before the deadline expires, the text will be treated as if all participants had agreed.
Such decisions may also be made electronically in the future. As evidenced by Wednesday’s Council of Ministers, a corresponding project was launched last year to find a solution for electronic voting. Proof of identity, authenticity and user-friendliness are relevant. The ELAK standard administration procedure was used in combination with a Fabasoft app. The project can now be implemented, it said.
More digital competence for the population
A digital strategy for the people of Austria was also decided on Wednesday in the Council of Ministers. By 2030, as many people as possible should have basic digital skills. This must be achieved, among other things, by means of 3,500 workshops.
