While the polls show a victory for the PP, with a possible majority with the addition of Vox, the PSOE bloc and the coalition of Sumar and Unidas Podemos, along with the parliamentary majority that supported the last legislature, could create an unforeseen scenario.

Everything is set for the day of general elections starting July 23, when the representatives of the bourgeoisie will be elected to the Congress and Senate, after which the new Spanish government will be formed.

The call was put on the calendar when Pedro Sánchez dissolved the courts and declared Election Day the day after municipal and regional elections on May 28, with the PP being the party with the most support.

Since then, uncertainty has fueled a frenetic campaign in which opinion polls have drawn political balancing act scenarios that could add support to invest one of the candidates for president of the Spanish executive in the next legislature.

The bloc of the sum PP+Vox, or the bloc that enabled Sánchez’s previous inauguration (votes for PSOE+Unidas Podemos+PNV+PDeCAT+BNG+Teruel Existe+Más País+Compromís and abstention of EH Bildu+ERC) are the scenarios in which the House of Representatives could be divided and which would mark the color and direction of the legislature that is about to begin.

Key hours of 23J

The polling stations open at 9 a.m. and close at 8 p.m., after which the counting begins in the same centers, both the votes cast in person and the votes sent by mail, except for foreign votes, which are counted between July 28 and August 1.

The Secretary of State for Communications, Francesc Vallès, and the Secretary of State for the Interior, Isabel Goicoechea, will appear at 10:30 a.m. to report on the composition of the polling stations and the start of voting.

At 2:30 p.m., they will reappear until 2:00 p.m. to distribute the registered participation; and at 6:30 p.m., when they will report the percentage of people who voted up to 6:00 p.m.

After schools close, as expected at 10:30 p.m., and subject to the progress of the vote count, Interior Minister Fernando Grande Marlaska and Spanish government spokeswoman Isabel Rodríguez will hold a press conference to provide preliminary data.

I vote by mail, the great protagonist

More than 2.7 million voters cast their ballots at post offices across the state for the 23-J election, representing 94.2% of applications admitted, the highest percentage achieved in any general election since 2008, the first year of approved statistics.

Specifically, a total of 204,815 people in the BAC and 44,908 in Navarre have finally exercised their right to vote by mail in view of these atypical elections, due to the date on which they are held.

A total of 1,789,071 people have the right to vote in Euskadi, of which 80,374 currently live abroad. In Navarre, 519,898 people have been called to vote, 29,902 of whom live abroad, according to the INE.

In terms of the number of representatives, Bizkaia elects eight deputies to Congress, Gipuzkoa six, Navarre five and Álava four. Each of the four territories has four representatives in the Senate.

The parties will receive 21,167 euros in Congress and the Senate tomorrow for every seat they win.

Data of the day

According to the data of the government delegation in the Basque Country, 5,390 ballot boxes and 2,695 tables have been set up in 719 polling stations, of which 102 are in Álava, 340 in Bizkaia and 277 in Gipuzkoa. In Navarre there are 362 polling stations, with a total of 997 polling stations.

In Euskadi, the security apparatus for the day will consist of 1,552 officers: 1,217 ertzainas, 200 national police officers, 100 vigilantes and 35 municipal police officers. Navarre will have 1,374 officers: 654 belong to the Guardia Civil, 250 to the National Police, 230 to the Foral Police and 240 to the Local Police, according to the Interior Ministry.

Next appointment on the calendar, August 17

The elected deputies and senators will take their seats on August 17, the day when the Congress and Senate are assembled in separate plenary sessions to open the Fifteenth Legislature.

Constituent sessions of the Congress and Senate begin at 10 a.m. and run concurrently, each with its own rules, after which the table chairmen are elected.

After this step, the tables of each chamber will meet as soon as this first session is lifted to begin formalizing the creation of the parliamentary groups, to be created in principle on August 23 in the following five days.
