The plenary session of Congress of the deputies of the Spanish state will debate this Tuesday on considering the initiative of the PSOE and the PP to reform Article 49 of the Constitution and abolish the term “reduced” to replace it “People with Disabilities”.
To adopt what will be the first social reform of the Magna Carta, which has been called for by disability organizations for decades, the support of a most of at least three-fifths of the Chamber, which is guaranteed by the representation of socialists and MPs, so no surprises are expected.
If the reform is implemented through direct processing and in a single reading, a period will be opened after the plenary debate to table amendments – which in any case have already been announced by PNV and Compromise – and its approval in Congress is scheduled for next Thursday, for submission to the Senate. The PNV will ask to include Euskadi’s right of decision in the Constitution, while Compromís (integrated into Sumar) has demanded in an amendment to regain the Valencian Civil Code.
These are not expected to be accepted as socialists and popular parties agreed that they would only be accepted by mutual agreement and that the changes to the Magna Carta would in any case be limited to Article 49.
