The Basque parliament will approve the last three laws that were in the final stages of consideration on Thursday. At the same time, negotiations on the three transfers are “moving in the right direction”, according to the executive. With these milestones, the Lehendakari legislature is on the right track.

The Basque Chamber faces a “superplenum” on Thursday with the approval of the laws of childhood and adolescenceby cooperation and solidarityand the reform of the law on the rights of transgenders. The three regulations can receive broad support in the House of Representatives. In the case of the first, the Basque government has reached an agreement with EH Bildu and Elkarrekin Podemos-IU. As for the second, the PP will add its votes to those of these two opposition groups to give the green light to the cooperation and solidarity bill submitted by the executive. Finally, the second amendment to the law on non-discrimination on the basis of gender identity and recognition of the rights of transsexuals will receive the support of Elkarrekin Podemos-IU, in addition to that of PNV and PSE-EE.
The Basque parliament will have agreed to these three 59 laws, 44 of which received a “yes” vote from at least one opposition group. Some regulations will still be pending, such as the transparency law, which started consideration in the Basque parliament at the beginning of this month and is not expected to be approved before the elections.
Meanwhile, the negotiation of three ongoing transfers has entered his last piece. The Minister of Public Administration and Self-Government, Olatz Garamendi, admitted this yesterday at the press conference after the government council.
As he emphasized, the three urgent transfers included in the PNV pact with Pedro Sánchez are “on the right track”. In particular, he assured that those related to Cercanías trains and the homologation and equivalence of foreign titles are “more advanced”, so he hoped to be able to announce their transfer “soon”.
The second phase of the reception of people enjoying international protection is “a little slower”, although he expressed hope that the technical presentation will take place in February.
With these measures, Urkullu’s executive power can close the loop before elections are called.
