Minister of Social Affairs Johannes Rauch (Greens) is not happy with the proposal by AMS boss Johannes Kopf to link minimum safety for refugees to a specific place of residence.
“We reject a de facto residency requirement in social assistance,” Rauch told the “Presse” on Sunday. Proponents of a residence requirement or residence requirement intended to keep recognized refugees for a longer period of time in the first state where they were granted asylum include NEOS, the mayor of Vienna Michael Ludwig (SPÖ) and – contrary to the party line – the chairman from the Association of Municipalities, Johannes Pressl (ÖVP).
Imbalance in the settlement of refugees in states
Kopf had suggested that the states could enter into an agreement that would stipulate: Only the federal state in which the person resided during the asylum procedure is responsible for providing minimum security to refugees. If, for example, they were to move from Tyrol to Vienna, there would no longer be any social benefits there. The refugees would not be able to submit a new application. According to Kopf, this would be arranged through a so-called 15a agreement between the federal states.
The background to the demand is a huge imbalance in the distribution of refugees and their families. The majority moves to Vienna. The Minister of Social Affairs would like to tackle the problem differently: improve access to the labor market and arrange social assistance uniformly nationally.
