The Congressional plenary this Thursday approved the suppression of the solicited ballot that has been required for more than a decade for voters living abroad and will continue to be applied in the Andalusian elections on June 19.

Instead, a series of measures to facilitate voter participation from abroad have been approved, which are expected to come into effect after the summer.

In 2011, after accusations of irregularities in the votes of the emigrants, in particular in the Galician elections, the main parties agreed on a system that Election Count of Absent Residents (CERA) to request the ballot in advance in order to vote.

That system of requested voting, agreed by the PP, PSOE, PNV and CiU, ended with a stroke of the pen with the Suspected fraudbut also caused the decline in participation election from abroad. Over the years, even the proponents of that reform have repented and advocated return.

The reform stems from a bill introduced in February 2021 by the two groups supporting the Spanish government, the PSOE and United We Can, which has been frozen for successive extensions until last April. In recent weeks, its articles have been amended through amendments agreed with the PP and other opposition groups.

In doing so, all matters unrelated to the requested vote and which had been addressed in this reform, such as lowering the voting age to 16 years or revising the proportionality of the electoral system, were set aside.

The new procedure for those registered in the CERA allows these voters to download ballot papers from the Internet and advances the traditional delivery of election documentation, allowing them to choose between the two options.
