The candidate for lehendakari by EH Bildu, Otxandiano hair, has proposed six meeting or collaboration spaces for “a shared country project,” along with 25 country challenges for the next decade. On self-government, he assured that the time to debate the new political status is “now” and extended his hand to anyone who wants to participate in a comprehensive agreement.
This Thursday, Otxandiano opened the plenary session of the investiture of the Basque Parliament, to which both he and Imanol Pradales (PNV) presented their candidacy for lehendakari, who will be declared the new lehendakari president thanks to the coalition agreement signed between the PNV . and the PSE-EE to form the new Basque government.
The sovereigntist candidate has pointed out that the “historic” moment requires “laying the foundations for” a shared country project and a new governance model“, in addition to “restoring national ambition and thinking about political action from the perspective of a new national and social transformation.”
According to him, this is the case for all of Álava, Bizkaia and Gipuzkoa “a bottle with water leaking out of it” and therefore needs one transformation “to break inertia”. In that sense he proposed six meeting rooms around issues such as strategic sovereignty, changing prosperity structures, reducing the ecological footprint, renewing the education system, strengthening community identity and its own security model.
Concerning the self-governmentOtxandiano believes that the Statute of Gernika is “exhausted”, that it has been “unilaterally violated by the State itself” and that now, “with an unprecedented sovereign majority” in the Basque Parliament, “we must take advantage of the legislative power to , in “providing once and for all a new legal-political framework” for all of Araba, Bizkaia and Gipuzkoa.
In this sense, Otxandiano has expressed “call for agreement”, “responsibility” and “generosity” to achieve a “broad” pact and has asked the rest of the armed forces “visibility height” to “offer this country an agreement that opens wide the doors to the future.” “Anyone who wants to participate can count on EH Bildu and offer this country a broad agreement that opens the doors wide to the future. Let us take advantage of this legislature with enthusiasm and ambition to once and for all create a new legal political framework for these three areas,” he emphasized.
According to him, the foundations for self-government that PNV and EH Bildu agreed on in 2018 should serve as a reference for developing the new status.
The nationalist leader has also claimed as much a new management model and a new parliamentary culture, so that the Basque Parliament is not “just a procedure”, as in his opinion the plenary session of the investiture is due to the delay of the future lehendakari in making public his government program.
To OsakidetzaOtxandiano has warned that “at present what is at stake is whether the current direction of marked decline in the provision of quality services in the healthcare system will be deepened, or whether the commitment to a high-quality public health system will be resumed, with primary care as fundamental basis of the system”.
With regard to the educationthe EH Bildu candidate has pointed out that the Basque education system is undergoing a transformation due to the decline in the birth rate, socio-demographic changes and digitalization. After emphasizing that there are “spaces of meeting”, he recalled that the Agreement on Education sets out 43 lines of action for the next ten years, and invited to restore “the spirit of the Pact for Education” and “to implement these 43 lines of action to develop”. “.
Among the challenges, Otxandiano has mentioned the need to “make a leap in the teaching of Basque” and has proposed “to determine the language competences related to the current models – A, B and D -.” “We need to look deeper into the issue of the B2 profile,” he stressed.
In his only reference to terrorismOtxandiano has recognized the need to “critically read the immediate past to build a plural memory of the political conflict.” “You cannot build the future by turning your back on the past,” he said, and he committed to working on this “a coexistence based on respect.”
