15. Sanctions package – The EU targets Russia’s “shadow fleet”.

A fifteenth sanctions package is being prepared in the EU due to the ongoing Russian war of aggression against Ukraine. Representatives of the 27 member states are apparently discussing for the first time new proposals from the European Commission, which aim to take tougher action against the Russian shadow fleet for the transport of oil and oil products.

This was reported by the German news agency dpa. There are also plans to target companies in China involved in the production of drones for Russia’s war against Ukraine.

Russia has long been accused of relying on ships not owned by Western shipping companies or insured by Western insurance companies to avoid a Western price ceiling on Russian oil exports to third countries.

Major risks for the environment
According to experts, there are major risks for shipping and the environment. They point out, for example, that many tankers are outdated, have technical defects and sometimes travel without an automatic identification system. Baltic Sea neighbors such as Sweden have been calling for tougher action against the shipowners, operators and insurance companies involved for months.

At the start of the week, Britain moved forward with new punitive measures against Russia’s ‘shadow fleet’, adding 30 ships to its sanctions list. According to the European Commission’s plans, there could even be around fifty in the EU. For example, they would no longer be allowed to enter the ports of EU countries. The EU had already put more than twenty ships on the list in June.

The last EU sanctions package against Russia was adopted in June. It mainly included measures against multibillion-dollar liquefied natural gas (LNG) transactions and against companies involved in sanctions evasion. According to current plans, a new EU package of sanctions against Russia will be introduced next February, on the third anniversary of the war against Ukraine. A decision on the currently planned punitive measures should be taken by the end of this year.
