The lack of control and the prevailing opacity in the international transfers of soccer players is over, in addition to the historical compensation for training rights in clubs. From next November 22, a new one FIFA Clearing House Regulations, with the aim of safeguarding transparency and accountability in the international migration system. The regulation is the result of a comprehensive reform of the transfer system of FIFA, and it came after an extensive consultation process that began in 2017.

The regulation includes a set of rules by which the FIFA Clearing House it will centralise, process and automate payments between clubs; first about compensation for training. The call is also compensation for training and solidarity contribution, but also to promote economic transparency and integrity within the international migration system. Estimated by FIFA Clearing House, every year approximately 400 million dollars (405 million euros) will be distributed to training clubs. This means quintupling the figure of the current situation in this regard and which currently stands at 80 million euros.

And then there are international transfers of minors, where the FIFA Council it also agreed to create the first regulatory framework in history for testing these players, which includes rules regarding medical care, the minimum age and an effective way to seek legal protection; while applying stricter regulations in relation to private academies to increase supervision of minors. It also modified the exception for humanitarian reasons provided in the Regulations on the Status and Transfer of Players to update it and apply it more flexibly, thus reflecting real-life cases. In other words, when there is a humanitarian issue, it can be justified for a minor to sign for a club from another country even if the minimum age is not reached.
